Introduction
The Welsh government has launched a major consultation campaign for overhauling the National Development Framework. The National Development Framework is a strategic plan that helps a government to organize and manage its country. The framework provides direction for long-term economic and social goals.
Established under the Planning (Wales) Act 2015, it is legally mandated to review the NDF every five years. This historical project is known as Future Wales: The National Plan 2040. The decision to review the plan was driven by a convergence of statutory requirements, evolving socioeconomic demands, and profound environmental challenges.
The government has asked organizations and people across Wales to contribute to the survey for the revision of this Framework. Divided into four parts, the consultation campaign is open from 19 August 2026 to 26 November 2026. It focuses on transforming Wales up to the year 2050.
The Features of Overhaul
This transformative initiative establishes a forward-looking vision centered on a multi-dimensional approach. The significant elements of this overhaul include:
- Housing: The plan aims to build safe, sustainable homes and strong community infrastructure to match future population needs.
- Economy: It focuses on creating green jobs, boosting regional investments and supporting local businesses across Wales.
- Climate: It tackles the climate and nature emergencies by promoting renewable energy, net-zero transitions, and flood resilience.
- Culture: It protects local heritage, identity, and actively supports the growth of the thriving Welsh language.
- Movement & Connectivity: It focuses on transforming transport and digital connectivity for public convenience.
- Health & Wellbeing: It focuses on reducing health inequalities based on wealth, status, and education, and introducing healthcare reforms.
Siân Gwenllian, the cabinet minister for local government, housing and planning, said:
“Our aim is to move towards a community-centered approach to planning that gives communities a real say on how we secure the homes, workplaces and infrastructure we need, and the National Development Framework will play a key overarching role in how those decisions are made locally, regionally and nationally.”
She further added:
“I strongly encourage everyone with an interest in the future of their community, town, city, region and nation to take part.”
The Home Builders Federation (HBF) had earlier urged changes to the policy to address the housing shortage in the country. In 2024-25, a record-low number of houses became a cause of concern. The HBF also blamed planning delays for this laxity.
