How many jobs could the project create?

Around 2,000 jobs are expected during the construction phase of Llŷr Wind Farm. Further skilled roles are expected once the project becomes operational.

The employment figure covers the construction period rather than permanent employment throughout the project’s entire operating life. Welsh Government Cabinet Secretary for Economy, Energy and Planning Adam Price said major offshore wind projects could act as catalysts for economic growth and prosperity. What approvals has the project already received?

The Section 36 decision follows two other important steps. Natural Resources Wales granted Llŷr Wind Farm a marine licence in June, while Cierco Energy secured rights to use the seabed in July after signing an Agreement for Lease with The Crown Estate.

A marine licence is required for activities in the marine environment. It addresses matters associated with the construction and operation of marine infrastructure, including possible effects on the seabed, wildlife, navigation and other users of the sea.

The Agreement for Lease with The Crown Estate provides the project with the seabed rights needed to develop the scheme in the relevant area. Securing those rights does not mean that the project is already generating electricity, but it is an important part of establishing the legal and commercial basis for development.

The latest consent therefore completes another major stage of the project’s approvals process. The development must now move through the practical stages required for construction.

Concerns were raised during the planning process about the individual and cumulative effects of Llŷr and other floating wind projects.

Cumulative impacts refer to the combined effects of multiple developments in the same area, rather than the effects of one project considered separately. How does Llŷr fit into Wales’ offshore wind plans?

Llŷr is part of a broader expansion of interest in offshore wind around Wales. Welsh-linked projects, including RWE’s Awel y Môr and Blue Gem Wind’s Erebus, have also secured support through the UK Government’s offshore wind auction process.

Those projects are separate from Llŷr Wind Farm. Awel y Môr is a fixed-bottom project planned for waters off North Wales, while Erebus is a floating offshore wind test and demonstration project in the Celtic Sea.

The Welsh Government has identified the Celtic Sea as an area with potential for significant floating offshore wind development. A wider infrastructure assessment said future leasing activity could support several gigawatts of potential Celtic Sea floating wind capacity and create thousands of jobs.

Those figures relate to wider potential development and should not be treated as the capacity or employment total for Llŷr Wind Farm. Llŷr is one project within a larger emerging offshore wind market.

When could Llŷr Wind Farm begin generating electricity?

First power generation from Llŷr Wind Farm is targeted for 2031. A first-power target refers to the point at which the project is expected to begin producing electricity.
