Gardaí confirmed that the fire occurred at a domestic residence on Birch Avenue in the Birchwood area, shortly after 5am on Tuesday, 13 October 2026. As reported by Waterford News, An Garda Síochána said it had “commenced a murder investigation into the arson attack and fatal house fire”.

The victims have been named locally as Philip English and Kim English and two of their children, 12-year-old Callum and nine-year-old Jayden. As reported by Eimear Flanagan and Mike McBride of BBC News, the couple and their two children died following the blaze, while two further children from the family are being treated at a hospital in Dublin.

What happened at Birch Avenue?

Emergency services, including Waterford Fire Service, the National Ambulance Service and gardaí, responded to the fire shortly after 5am. According to the BBC, Waterford Fire Service said it was alerted at 5.13am and crews arrived to find a well-developed fire at a two-storey house.

The fire service said a number of casualties were removed from the property before the blaze was extinguished and the scene was handed over to gardaí. The BBC reported that the Birchwood housing estate lies about 3km, or 1.8 miles, outside Waterford city centre.

A neighbour who contacted the emergency services told RTÉ News that she rang the fire brigade at 5.15am. She said: “I could hear it all unfolding behind me. The dog actually woke me up barking.”

Another resident told Independent.ie that they rang 999 at 5.13am and described the house as “engulfed” at that stage. The resident said: “The house was engulfed at that stage, it was horrific.”

Why have Gardaí launched a murder investigation?

Gardaí believe the fire was started deliberately. Addressing reporters outside Waterford Garda Station, Chief Superintendent Anthony Pettit said An Garda Síochána believes the house “was attacked by a person or persons unknown and that the fire was started deliberately”.

As reported by Independent.ie, Chief Superintendent Pettit said: “We are appealing to any person who has information on this multiple murder and arson attack to speak with investigating members.”

The house on Birch Avenue has been declared a crime scene. Chief Superintendent Pettit said it is subject to a technical examination by the Garda Technical Bureau, according to the BBC.

The four bodies were removed from the scene and taken to University Hospital Waterford, where post-mortem examinations are due to be carried out. The BBC reported that family liaison officers have also been appointed to support the bereaved family.

How is the investigation being run?

The murder inquiry is being coordinated from an incident room at Waterford Garda Station under the direction of a senior investigating officer. As reported by Waterford News, the investigation is being carried out by the Serious Crime Unit at Waterford Garda Station, supported by divisional resources and the Garda National Bureau of Criminal Investigation.

Gardaí have asked anyone who was in the vicinity of Birch Avenue, Birchwood, between 4.30am and 5.30am on Tuesday to contact them. They have also appealed to drivers who may have dashcam footage or images from Birchwood or adjoining roads during that period.

Waterford Garda Station can be contacted on 051 305300. The Garda Confidential Line is 1800 666 111, and information can also be provided at any Garda station.

Who has responded to the deaths?

Taoiseach Micheál Martin described the situation as “very worrying and deeply disturbing”. As reported by RTÉ News, he said his thoughts and prayers were with those who died and appealed to people to give space to first responders.

Justice Minister Jim O’Callaghan described the arson attack as a “brutal and heinous act”. According to the BBC, he said those responsible would “face the full rigour of the law” and added: “There is no place in a civilised society for such a heinous act of violence.”

Minister of State John Cummins said Waterford had been “plunged into utter devastation and sadness”. In a statement reported by RTÉ News, he said: “My deepest sympathies go to the loved ones of those who have lost their lives, their friends, neighbours and the wider community.”

Government Chief Whip and local TD Mary Butler said she was “heartbroken” for the family and friends of the victims. She thanked Waterford Fire Service, first responders, the National Ambulance Service and staff at University Hospital Waterford.

How has the local community reacted?

Local residents have described shock and devastation in the Birchwood estate. Father Gerard Chestnutt, parish priest at Sacred Heart Church at The Folly, told RTÉ News it was a “day of immense sadness”.

He said:

“People are devastated, in particular here in the Birchwood estate, because the family are well known.”

He added that school communities, including staff and students at local primary schools, were “absolutely heartbroken”.

Bishop of Waterford and Lismore Alphonsus Cullinan described the deaths as an “unspeakable tragedy”. In a statement reported by the BBC, he said:

“Our hearts go out to the families who have suffered such unimaginable loss.”

The Diocese of Waterford and Lismore has confirmed that a vigil will be held at Sacred Heart Church on Wednesday. The diocese said the vigil would allow people to come together in prayer for those who died, their families and everyone affected.

Johnville FC, where Callum played, also paid tribute. As reported by the BBC, the club said it was “absolutely heartbroken and devastated by the tragic events” and described Kim and Philip English as familiar and friendly faces around the club.

What support is available locally?

A support hub has been set up at Butler Community Centre in St John’s Park. According to RTÉ News, Waterford Fire Service said professional supports, refreshments and facilities are available for people affected by the fire.

Amy Maguire, manager of the Butler Community Centre, told RTÉ News there was “shock and disbelief” across the community. She said the centre opened as a place for people to gather and that local businesses had donated food and refreshments.

The National Educational Psychological Service has contacted and visited schools in the area. A Department of Education spokesperson told the BBC that NEPS was providing support and advice to school management and staff as the impact of the incident unfolds.

Mayor of the Waterford Metropolitan District, Councillor Lola O’Sullivan, urged people not to speculate about how the fire started. As reported by RTÉ News, she said:

“It upsets me no end to see people commenting on social media about something that they don’t have firm facts on.”

Background of the development

The fire happened at a family home on Birch Avenue in the Birchwood housing estate, on the southern outskirts of Waterford City. The estate is described by local representatives as an established and close-knit area, with two primary schools within walking distance.

Gardaí initially investigated the circumstances of the fatal fire before confirming that it was being treated as arson and upgrading the inquiry to a murder investigation. The investigation remains at an early stage, and no arrests or charges have been reported in the sources available.

The case has prompted a major multi-agency response involving gardaí, forensic teams, fire crews, ambulance personnel, hospital staff, schools, community organisations and church representatives.

Prediction: How could this affect Waterford residents?

The investigation is likely to have a sustained impact on Birchwood residents, local schools and the wider Waterford community. Families may remain cautious while Gardaí continue forensic work and appeal for information, particularly as no suspect has been publicly identified.

Local support services, including the Butler Community Centre and school-based psychological support, are likely to remain important in the coming days. Residents directly affected by the fire, as well as children who knew the victims, may need continued access to counselling and community assistance.

For the wider public, the case is likely to increase attention on witness information, dashcam footage and responsible reporting. Gardaí have asked people with relevant information to come forward, while local representatives have urged the community to avoid speculation while the investigation continues.
