As reported by Business News Wales, the development will be a central theme at Procurex Wales 2026, which takes place in uk/local/cardiff/">Cardiff on Wednesday, 11 November. The event will bring together public sector buyers, procurement professionals and suppliers for a day of discussion, networking and practical guidance on how procurement is changing in Wales.

The shift follows the introduction of the Procurement Act 2023, which has changed the mechanics of public purchasing through new procedures, notices and routes to market. According to Procurex Wales, the legislation is now being considered not only as a set of legal requirements, but as a platform for changing how public money is spent and what public bodies expect from suppliers.

Grahame Steed, Director of Public Policy and Research at BiP Solutions, told Business News Wales that procurement is evolving beyond a narrow focus on securing goods or services at the lowest possible cost.

“Value can increasingly be viewed in much broader terms than simply securing goods or services at the lowest possible cost,” Steed said, as reported by Business News Wales.

He pointed to a change in procurement terminology under the Procurement Act. Previous rules referred to identifying the “most economically advantageous tender”, while the Act introduced the concept of the “most advantageous tender”.

Steed said the removal of the word “economically” was more significant than a simple change in language. He said it reflects the ability of public bodies to consider the broader value created through a contract, including potential benefits for communities, regions, supply chains and wider society.

Why is Wales moving beyond price alone?

The change is particularly significant in Wales because of the scale of public expenditure passing through procurement. Business News Wales reported that £11.4 billion is spent through Welsh procurement, giving public bodies the potential to influence employment, skills, small and medium-sized enterprises, supply-chain development and social value.

Price remains an important part of procurement decisions. However, Steed said public sector purchasing had evolved from an approach in which securing the lowest price could dominate decision-making.

“The fundamental principle remains ensuring taxpayers receive value from public expenditure,” he said, according to Business News Wales. “But the definition of that value is changing.”

The emerging question for public bodies, he added, is no longer simply how much a contract costs. Public buyers are increasingly being asked to consider what else Wales can achieve from money it is already spending.

That could include supporting employment, developing skills, strengthening supply chains or delivering benefits within communities. Businesses competing for public contracts may therefore need to demonstrate not only competitive delivery, but also how their proposals contribute to the wider objectives of the purchasing organisation.

What will be discussed at Procurex Wales 2026?

Procurex Wales 2026 will take place at the Utilita Arena Cardiff on Mary Ann Street, Cardiff, CF10 2EQ. The full-day event runs from 09:00 to 16:00 on Wednesday, 11 November 2026.

According to the event’s organisers, the programme is built around three live conversations:

  • Strengthening local supply chains and social value.
  • How technology and artificial intelligence are changing the buying process.
  • Where procurement policy and legislation are heading next.

The event is described as Wales’ leading public procurement event and is officially supported by the Welsh Government. It is intended to give public sector attendees a view of what is now expected of them on social value, Net Zero, digital maturity and the Procurement Act 2023 in practice.

The Welsh Government said it will play a central role in the event. In a bulletin from its Commercial and Procurement Directorate, the government said senior leaders would share insight on key priorities including policy and legislative change, sustainability, social value and innovation across the procurement landscape.

Business Wales is also a partner of Procurex Wales 2026. The Government Commercial Agency said its team will exhibit at the event, which it described as a national gathering for Wales’ public procurement community.

How is the Procurement Act 2023 changing practice?

The Procurement Act 2023 has introduced new procedures, notices and routes to market for public bodies. Procurex Wales said the legislation changed the mechanics of how Wales buys, while the event will examine what those changes mean in practice.

The Act’s move from “most economically advantageous tender” to “most advantageous tender” is one of the most visible changes highlighted ahead of the Cardiff event. Business News Wales reported that the revised language allows contracting authorities to weigh wider economic, social and community benefits alongside cost.

This does not mean that cost is no longer relevant. Rather, it signals that public bodies may assess a broader definition of value when deciding which supplier should receive a contract.

The change also reflects existing Welsh legislation. As reported by Business News Wales, the Social Partnership and Public Procurement (Wales) Act, together with the Well-being of Future Generations Act, gives Welsh contracting authorities a domestic mandate that goes beyond UK-wide legislation.

According to Business News Wales, community wealth building, local supply chains and Welsh-based delivery are no longer simply points scored at the bid stage. The publication reported that social value is increasingly being written into contracts as a live key performance indicator, rather than being treated as a one-off assessment at the point of award.

What role will technology and AI play?

Technology and artificial intelligence will form another major theme at Procurex Wales 2026. Event organisers said delegates will consider how digital tools and AI are changing the buying process.

The event’s themes include digital innovation in procurement, alongside community wealth and economic growth, social value and responsible procurement, supply chain and stakeholder engagement, and procurement futures.

For public sector buyers, the discussion is expected to focus on digital maturity and the practical use of technology in procurement. For suppliers, it may affect how bids are prepared, how contracts are managed and how performance information is shared.

Business News Wales reported that payment compliance notices and, from spring, full publication of contract performance information mean transparency no longer stops at the award stage. This suggests that suppliers may face greater scrutiny not only during the bidding process, but after a contract has been awarded.

What is the GO Awards Wales connection?

Procurex Wales will run alongside the GO Awards Wales, an evening event celebrating excellence in the procurement sector. According to the Welsh Government’s Commercial and Procurement Directorate, the awards will take place at the Hilton Hotel in Cardiff on the same day as Procurex Wales at the Utilita Arena.

The GO Awards will recognise leaders, teams and organisations for outstanding delivery. Procurex Wales said its programme will include case studies from GO Awards Wales 2025/26 winners, allowing attendees to hear directly from the teams behind recognised procurement achievements.

The event organisers said the case-study sessions will examine the decisions and pressures behind award-winning procurement work. They will also highlight examples of how public bodies have delivered practical outcomes through procurement.

Background of the development

Procurement reform in Wales has developed through both UK-wide and Welsh-specific legislation. The Procurement Act 2023 changed the operational framework for public buying, introducing new procedures, notices and routes to market.

At the same time, Wales has its own legislative framework through the Social Partnership and Public Procurement (Wales) Act and the Well-being of Future Generations Act. These laws place greater emphasis on fair work, wellbeing, community wealth building, local supply chains and Welsh-based delivery.

The current phase of reform focuses on implementation. Public bodies are being asked to apply the new rules in everyday procurement, while suppliers are being asked to show how their bids can deliver wider social, economic and environmental benefits.

Procurex Wales 2026 has been positioned as a forum for that transition. It brings together buyers, suppliers and procurement professionals to discuss compliance, capability, local supply chains, social value, technology and the future direction of policy.

Prediction: How will this affect Welsh businesses and public bodies?

For Welsh businesses, especially small and medium-sized enterprises, the reforms could create new opportunities to compete for public contracts by demonstrating local employment, skills, supply-chain and community benefits. Suppliers that can show measurable social value may be better placed to respond to tenders that assess more than price.

For public bodies, the change is likely to require clearer methods for defining, measuring and reporting wider value. Buyers may need to embed social value, Net Zero and delivery performance into contract specifications and ongoing supplier management.

For procurement professionals, the focus is expected to shift from understanding new legislation to applying it consistently. This may increase demand for digital capability, transparent performance reporting and closer cooperation between public bodies, suppliers and local communities.

The immediate effect will be seen at Procurex Wales on 11 November, where buyers and suppliers will discuss how Wales turns procurement reform from legislation into delivery.
